After nearly a decade with Vocal Credit Union and more than 20 years in the banking trenches, Dallas Rasmussen is taking the top spot.
The credit union announced that Rasmussen will step into the President and CEO role starting October 1, 2026.
If you’re thinking this sounds like a classic “promote from within” success story, you’d be right. Rasmussen has been with Vocal since 2017, working his way up from branch manager to Executive Vice President. Along the way, he’s apparently been preparing for this moment for the past two years—kind of like the banking equivalent of training for a marathon, but with more spreadsheets and fewer energy gels.
“On behalf of the Board of Directors, we are excited about the selection of Dallas as the next President/CEO of Vocal Credit Union,” said Dan Rooney, Chair of Vocal’s Board. He noted that Rasmussen’s commitment to members and proven operational chops made him the clear choice to lead the organization forward.
A Career Built on Community Banking
Rasmussen’s banking journey didn’t start at Vocal. Before joining the credit union, he served as branch manager for Dutton State Bank in White Sulphur Springs. Before that, he cut his teeth as an Ag & Commercial Loan Officer at 1st Bank in Sidney, Montana—so he knows his way around everything from farm loans to small business financing.
His credentials back up the experience. Rasmussen holds a bachelor’s degree from University of Montana–Western, graduated from the School of Banking in Boulder, Colorado, and recently completed the Zealyst Forge CEO Readiness program. Translation: he’s put in the work both in the field and in the classroom.
What’s Next for Vocal Credit Union

Rasmussen is stepping into some pretty big shoes. He’s succeeding Edde Black, who is hanging up his CEO hat after 16 years with Vocal and an impressive 30-year run in the credit union movement that started back in 1994.
When he’s not crunching numbers or strategizing growth plans, Rasmussen lives in White Sulphur Springs with his wife, Lacey. Their two kids, Jessa and Trey, are both attending the University of Wyoming in Laramie—which means he’s probably got a solid understanding of student loans from a parent’s perspective, too.
The transition marks a new chapter for Vocal Credit Union, with a leader who’s spent years learning the organization from the inside out and has the community banking experience to match.
