Bay Federal Credit Union‘s HarborLight Checking Account just earned official certification from the Cities for Financial Empowerment Fund (CFE Fund).
Translation? Independent advocates have verified it’s exactly what it claims to be—a safe, affordable checking account that won’t nickel-and-dime you into oblivion.
The certification confirms that HarborLight meets the Bank On National Account Standards for 2025-2026, which is basically the banking equivalent of getting a Consumer Reports thumbs-up. These standards weren’t dreamed up in a corporate boardroom either. They’re the result of consumer advocates, nonprofit organizations, civic leaders, and financial institutions actually working together to define what a truly useful checking account should look like.
What Makes HarborLight Different?
Let’s talk specifics. The account comes with a $5 monthly fee that can be waived—not the Byzantine maze of requirements some banks put you through. More importantly, there are zero overdraft fees and zero insufficient fund fees. You know, those sneaky charges that somehow turn a $4 coffee into a $39 mistake.
You also get the basics that should be standard everywhere but aren’t: the ability to pay bills, make purchases, and federal deposit insurance protecting your money. The account is available at all eight Bay Federal branches across Santa Cruz, San Benito, and Monterey Counties.
Why This Matters
“At Bay Federal Credit Union, we believe that access to safe, affordable financial services is essential to building financial confidence and stability,” said Carrie L. Birkhofer, President and CEO of Bay Federal. “The Bank On certification of our HarborLight Checking Account reflects our ongoing commitment to providing practical solutions that support our members’ financial well-being.”
Jonathan Mintz, President and CEO of the CFE Fund, echoed that sentiment: “The HarborLight Checking Account offers Bay Federal members who are looking to improve their finances a safe, affordable, and truly useful mainstream banking product to access and manage their money. Bay Federal Credit Union’s offering of this terrific account brings them into the forefront of national banking access efforts, and we thank them.”
The Bigger Picture
Bank On exists to make sure everyone—not just people with fat checking account balances—has access to financial products that won’t exploit them. The National Account Standards create a clear benchmark for what qualifies as a legitimate, consumer-friendly account, making it easier for people to find banks and credit unions they can actually trust.
The program’s working, too. Bank On certified accounts are now available at over 46,000 branches spanning all 50 states plus Washington, DC. Financial institutions offering these certified accounts represent two-thirds of the national deposit market share. HarborLight joins more than 500 other certified accounts nationwide.
The real proof? Millions of consumers have opened Bank On certified accounts since the program launched, with roughly 85% of those accounts opened by people who were new to those financial institutions. That tells you something important: when you offer banking products that don’t feel like traps, people actually want to use them.
Data collected through Bank On’s national reporting platform—a partnership between the CFE Fund and the Federal Reserve Bank of St. Louis—confirms these accounts are genuinely meeting consumer needs. Imagine that: banking products that work for the people using them. What a concept.
